Wellington County budget procedures questioned by newly-elected councillors

GUELPH — New county councillor Andy Lennox, mayor of Wellington North, would like council to look at a more “collective” approach to how the annual budget is struck and decisions are made for projects in the county’s five-year plan.

Lennox talked about concerns he has with current procedure that sees financial plans move through the committee level such as roads, planning, social services and economic development before the committees making recommendations to county council at its monthly meeting. At the county level there is room for discussion, but Lennox felt some of the issues should be discussed by council as a whole outside the regular council meeting where all councillors could get additional information from department staff about how recommendations were made to council.
